X account and information commands

Authenticate safely and ask X for account, channel, and command information.

Command	Purpose
/msg X@channels.undernet.org LOGIN username password	Authenticate the username to X
/msg X VERIFY nickname	Check whether a nickname is authenticated and to which username
/msg X INFO username	Show public X account information
/msg X CHANINFO #channel	Show channel registration information
/msg X SHOWCOMMANDS #channel	List commands available to your access
/msg X HELP command	Show the live help for an X command
