Undernet adopts a Charter

Undernet has adopted a charter for network governance, primarily to help ensure our administrative body (admins) work more smoothly together.

As a part of it we have delinked several servers with admins whose behavior had run counter to the ideals set forth in this charter.

Now completed, users and most opers should see no impact from this change.
